Both the struggle of modernization and the chaos in some places made it inevitable to reorganize the rural government. The Province Regulation was prepared in November 7, 1964. The states were abrogated with this regulation and the provinces, which were comprised of shires, were founded. One of the most important cultural developments that were seen in these great changes was the printing houses that were opened in every town center. Sultan Abdülaziz learned that newspapers were printed in some places of Egypt in his Egypt travel in 1863 and he ordered that province printing houses were to be founded. After that the printing houses were started to be opened. In these printing houses the bookkeeping operations were prioritized and besides annuals, calendars, and literary and scientific works were printed. In many provinces official province gazettes were printed. So, these printing houses and the gazettes played an important role in appearing the local press, which was named as Anatolian press in later times, in Turkey. Ottoman Empire aimed to mold public opinion by reaching to the people with the local press. The province gazettes played an effective role in defense of the country in the period of national struggle. The tradition that printing local press was continued in the first years of the Republic and was important in making the people welcome the new regime.
