Along with the changing and developing world conditions, human resource has become the most important part of institutions thanks to the replacement of classic management style with the modern and postmodern management style. The increase of human resource importance made a requirement to analyse all the adverse conditions that the employee face in the workplaces. Deterrence (mobbing), the general name of psychological oppression that the workers systematically experience in the workplaces and damages the person, his colleagues, the institution and even society, was named by Heinz Leymann in 1980s. After that, the consciousness of deterrence events was increased regularly around the world has been roused and legal legislations have been made. After reviewing the literature, this research has been done in 14 different public institutions in Kahramanmaraş city centre and 554 government employees have been included in this study.
