Abstract
Okul müdürleri, Millî Eğitim Bakanlığı'nın taşra teşkilatı olan il ve ilçe milli eğitim müdürlüklerince, okullarda meydana gelen disiplin olaylarının incelemesini veya soruşturmasını yürütmek üzere muhakkik olarak görevlendirilmektedir. Muhakkik, disiplin incelemesinin veya soruşturmasının yürütülmesinde görevli ve yetkili kişidir. Muhakkik, disiplin incelemesi veya soruşturması kapsamında kendisine verilen görev ve yetkileri kullanarak, inceleme veya soruşturma konusu olay hakkında bilgi ve belge toplar, şahit dinler, ilgili kişilerden yazılı veya sözlü ifade alır ve inceleme veya soruşturma raporu hazırlar. Bu çalışmada okul yöneticilerinin muhakkiklik göreviyle ilgili fikirleri incelenmiştir. Ayrıca okul yöneticilerinin muhakkiklik görevini icra ederken karşılaştıkları sorunlar üzerinde de durulmuştur. Nitel araştırma yönteminin uygulandığı bu araştırmada veriler, görüşme tekniklerinden yapılandırılmış görüşme tekniği ile Erzincan’daki çeşitli ilkokul ve ortaokulda çalışan 4 okul müdürü ve 6 müdür yardımcısından elde edilmiştir. Okul yöneticilerinin muhakkiklik göreviyle ilgili fikirlerini tespit etmek amacıyla görüşme formu hazırlanmış, toplanan veriler içerik analizi yöntemiyle değerlendirilmiştir. Araştırma sonucuna göre okul yöneticilerinin muhakkiklik görevinin mecburi olarak verilmesinden memnun olmadıkları, bu görevin ücret mukabilinde yapılması gerektiği fikrine sahip oldukları, mevzuatın soruşturmalarda yetersiz kaldığı ve her şikâyetin soruşturma konusu yapılmaması gerektiği görüşünde oldukları tespit edilmiştir.

Abstract
School principals are assigned as investigators by the provincial and district national education directorates, which are the provincial organizations of the Ministry of National Education, to conduct examination or investigation of disciplinary incidents occurring in schools. The investigator is the person in charge and authorized to conduct the disciplinary review or investigation. Using the duties and powers given to him within the scope of disciplinary examination or investigation, the investigator collects information and documents about the incident subject to examination or investigation, listens to witnesses, takes written or oral statements from relevant persons and prepares an examination or investigation report. In this study, school administrators' ideas about the duty of investigation were examined. In addition, the problems faced by school administrators while performing their duties as investigators were also emphasized. In this study, where the qualitative research method was applied, the data were obtained from 4 school principals and 6 assistant principals working in various primary and secondary schools in Erzincan, using the structured interview technique. An interview form was prepared in order to determine the opinions of school administrators about the duty of investigation, and the collected data were evaluated using the content analysis method. According to the results of the research, it has been determined that school administrators are not satisfied with the compulsory assignment of the duty of being an investigator, they think that this duty should be done in return for a fee, that the legislation is insufficient in investigations and that not every complaint should be subject to investigation.
