Abstract

The weakening of central control with the expansion of so the boundaries Roma Empire so the emperor led to the search for new solutions. For this reason it was seen that the eastern part of the empire was connected to the West in a separete effort. But this empire, which is based on interdependence, has begun to break with time. Byzantine policies have long been able to preserve their existence. But the Western Rome Empire’s territaries were invaded by the german tribes. Always count themselves form the Rome Empire and these lands in the West as heirs of the Rome Empire were lost trying to get back with huge empire’s until 1453 from this date. The reason for these efforts is that they want to recreate the Rome and transform it into a universal empire. Among the Byzantine Empire’s the most determined and ambitious in this regard is Justınıanos(527-565). The Emperor, who had to make many concessions fort his purpose, agreed to pay heavy taxes to the Sasan, one of the most dangerous enemies in the east. On the other hand, there wasn’t effective struggle aganist Turks and Slavs in the Balkans. There was also a political, economic and social in this period negativity. Emperor, even he manages to establish his universai empire after him were losted in very short time. The succussor of this successor the shaken foreign policy of the economy, left a collapsed military system and a state full of domestic political turmoil.
