The changes experienced in the technological and managerial sense in the last century have enabled many innovations in the private sector and in the management of this sector, and have made it necessary to experience a change. Of course, this change of the private sector has made the public sector open to change in a linked way. With the new public administration approach, the public sector can become more productive and effective in using resources, embracing governance, free from stationery, driven by the bureaucracy of the heavy bureaucracy, and owes this change to the understanding of “strategic planning”. This study generally includes the analysis of Sakarya Metropolitan Municipality 2015-2019 Strategic Plan in the field of transportation. In this context, in order to examine the financial resources envisaged for the objectives of the municipality and the stages of these targets, performance programs and activity reports were reviewed, and deficiencies were identified and solutions were offered.
