DÜNYADA VE TÜRKİYE’DE SAĞLIK HZİMETLERİ KOOPERATİFLERİ ve TÜRK KOOPERATİFÇİLİĞİ İÇİN YENİ ARAYIŞLAR: SAĞLIK HİZMETLERİ KOOPERATİFÇİLİĞİ ÜZERİNE BİR DEĞERLENDİRME

Abstract
Dünyada yaşanan ekonomik, sosyal ve politik gelişmeler beraberinde gerek toplumsal gerekse bireysel olarak karşılan sorunlarında değişim göstermesine neden olmaktadır. Dünyada ekonomik açıdan ortak sorunların çözümü amacıyla karşılıklı yardımlaşma, dayanışma ve kefalet sistemine dayanılarak gönüllü bir ortaklık ile kurulan kooperatifler, çeşitli sektörlerde başarı ile uygulanmaktadır. Günümüzde özellikle gelişmiş ülkelerde, bireylerin sağlık hizmetlerine erişimini kolaylaştırmak, kaliteli ve düşük maliyetli sağlık hizmetinden yararlanmalarını sağlayabilmek amacıyla sağlık sektöründe de kooperatifçilik faaliyetleri yürütülmektedir. Sağlık kooperatifçiliği Brezilya, Japonya ve Kanada gibi birçok ülkede yaygın şekilde uygulanırken ülkemizde sadece bir adet sağlık kooperatifinin bulunması oldukça dikkat çekicidir. Ayrıca Uluslararası Sağlık Kooperatifleri Örgütü’nün (IHCO) varlığı da bu alanın uluslararası boyutuna dikkat çekmesi bakımında oldukça yerinde bir tespit olacaktır. Bu çalışmada, dünyada sağlık kooperatifçiliği alanında ki başarılı uygulama örnekleri ve Türkiye’deki sağlık sisteminden de hareket edilerek ülkemizde ki sağlık sektöründeki kooperatifleşmenin mevcut durumu, yetersizliği, sorunları ve çözüm önerilerinin ortaya konulması amaçlanmıştır. Yapılan değerlendirmeler sonucunda, Türkiye’de sağlık sektöründe ki kooperatifleşmenin, diğer sektörlerdeki kooperatifleşmelere göre yeterli olmadığı sonucuna varılmıştır. Bu konuda, Türkiye’nin mevcut sağlık alt yapısı ve politikaları ile kooperatifleşmenin birlikte ele alınarak sorunların çözümü ve sağlık sektöründe kooperatifleşmenin Türk toplumuna katkı sağlayacağı gerçeğinin ön plana çıkarılmasının gerekliliği vurgulanmıştır.

Abstract
The economic, social and political developments in the world cause changes in the problems faced both socially and individually. Cooperatives, which were established with a voluntary partnership based on mutual aid, solidarity and surety system in order to solve common economic problems in the world, are successfully implemented in various sectors. Today, especially in developed countries, cooperative activities are also carried out in the health sector in order to facilitate the access of individuals to health services and to enable them to benefit from quality and low-cost health services. While health cooperatives are widely practiced in many countries such as Brazil, Japan and Canada, it is quite remarkable that there is only one health cooperative in our country. In addition, the existence of the International Health Cooperatives Organization (IHCO) will be a very appropriate determination in terms of drawing attention to the international dimension of this field. In this study, it is aimed to reveal the current situation, inadequacy, problems and solution proposals of the cooperatives in the health sector in our country, based on the examples of successful practices in the field of health cooperatives in the world and the health system in Turkey. As a result of the evaluations, it was concluded that the cooperatives in the health sector in Turkey are not sufficient compared to the cooperatives in other sectors. In this regard, it was emphasized that Turkey's existing health infrastructure and policies and cooperatives should be handled together and the solution of problems and the fact that cooperatives in the health sector would contribute to Turkish society should be brought to the fore.
