ÇEVRE SORUNLARI İLE MÜCADELEDE ÜRETİM GİRDİ VE ÇIKTILARI ÖZELİNDE PİYASA ARAÇLARININ KULLANILABİLİRLİĞİ

Abstract
Çevre sorunları her geçen yıl daha büyük bir problem haline geldikçe, farklı bilim dallarının bu sorunu inceleme alanı da bir o kadar farklılaşmıştır. İktisat ve Maliye alan yazınında çevre sorunları genellikle “dışsallık” olgusu ile birlikte değerlendirilmekte ve mevcut problem bu dışsallıkların içselleştirilmesi konusunda ele alınmaktadır. Bununla birlikte dışsallıkların çevresel-iktisadi boyutu genellikle daha geniş bir perspektiften incelenirken; özellikle üretim girdi ve çıktıları özelinde daha spesifik bir araştırma yapma ihtiyacı, bu çalışmanın temel amacını oluşturmaktadır. Dolayısıyla bu çalışmada, çevre sorunlarının ekonomik tarafını ilgilendiren ve bu sorunlar ile mücadelede, üretimde kullanılan girdi ve çıktılara yönelik uygulanan piyasa araçları araştırılmıştır. Çeşitli ülke uygulamaları, tarihi ve güncel durum incelemesi ve öneriler ışığında bu sorunların çözümü konusunda mevcut durum özelinde bazı değerlendirmeler yapılmıştır.

Abstract
As environmental problems become a bigger problem every year, the field of study of this problem by different branches of science has also diversifiedIn the literature of Economics and Public Finance, environmental problems are generally evaluated together with the phenomenon of "externality" and the current problem is discussed in terms of internalizing these externalities. However, while the environmental-economic dimension of externalities is generally examined from a broader perspective; The need for a more specific research, especially in terms of production inputs and outputs, constitutes the main purpose of this study. Therefore, in this study, the market tools applied for the inputs and outputs used in production, which concern the economic side of environmental problems and fight these problems, have been investigated. In the light of various country practices, historical and current situation analysis and suggestions, some evaluations were made on the solution of these problems, specific to the current situation.
