Abstract
E-devleti kamu yönetiminin bilgi iletişim teknolojileriyle farklı becerilere üstelik hız, doğruluk ve etkinlikle ulaşma amacına adanmış bir modeldir. İlk bakıştakinin aksine model, sadece teknik bir boyut içermemektedir. Hukuki, sosyal ve ekonomik boyutlar da içeren girift bir yapı arz etmektedir. Bu farklı boyutlar onun farklı alanlara katkı sunduğu kadar bir etkiyi yaratmasını zorlaştırmaktadır. E-devletin yönetimi birikim ve vizyon meselesidir. Elbette hazırlığı olan ve gelecek öngörüsüne sahip toplumlar e-devlette daha çok yol almaktadırlar. Ancak yine de her toplum için bir fırsat sunma potansiyeline sahiptir. Bu çalışma e-devlet denince akla gelen temel konuları ortaya koyarak yeni çalışmalara bilgiye dayalı bir zemin sağlamak amacındadır. Literatür derlemesi, değerlendirmesi yoluyla yapılmıştır. Bu çalışmada e-devlet, onu meydana getiren süreci, amaçlarını, sahip olduğu altyapılarını, olgunluk aşamalarını, farklı alanlara katkılarını ve tartışmalı alanları ortaya konulmaktadır.

Abstract
E-government is a model devoted to the aim of achieving different skills with speed, accuracy, and efficiency with information technologies of public administration. Contrary to the first impression, the model does not only contain a technical dimension. The model has also an intricate structure including legal, social and economic dimensions. These different dimensions make it difficult to make an impact as much as it contributes. Management of e-government is a matter of accumulation and vision. Of course, societies with preparedness and foresight are making more progress in e-government. However, it still has the potential to provide an opportunity for every society. This study aims to provide an information-based platform for new studies by revealing the basic issues that come to mind when thinking about e-government. The study was made via a literature review. In this study, e-government reveals the process that created it, its aims, its infrastructures, maturity stages, contributions to different areas and controversial areas.
