DOĞU AKDENİZ BÖLGESİ'NDE ENERJİ VE GÜVENLİK KOMPLEKSİNİN İLİŞKİLER BAĞLAMINDA YENİDEN KAVRAMSALLAŞTIRILMASI

Abstract
Kıbrıs'ta yapılan son doğalgaz keşifleri, gerginliği artırmış ve Doğu Akdeniz'de bir enerji ve güvenlik kompleksi meydana getirmiştir. Bu kompleksin temel anlayışı, enerji konusunda jeopolitik ittifaklar ve bölünme çizgileri doğrultusunda oynanacak sıfır toplamlı bir oyun olarak belirlenmiştir. Bu çalışma bu yaklaşıma karşı çıkmayı amaçlamakta ve bu coğrafyadaki enerjiyi, entegre pazarlar ve karşılıklı bağımlılık çerçevesinde olumlu bir şekilde kullanılabilecek ve pozitif toplamlı bir oyun olarak değerlendirilebilecek bir eleştiri olarak kabul etmektedir. Ayrıca bu durum, uzlaşmacı bir hareket zincirini canlandırabilen potansiyel bir oyun değiştirici olarak görülmektedir. Analiz, bu kompleksin evrilebileceği konularının belirlenmesiyle sonuçlanmaktadır. Enerjinin çatışmacı mı yoksa uyumlu bir şekilde mi kullanılacağı, bölgedeki ilişkilerin bozulup bozulmayacağının belirlenmesi, temel aktörlere bağlı olduğu sonucuna varılması, enerjinin dengeleme ve yakınlaşma hususunda önemli bir unsur olduğunu ortaya koymuştur.

Abstract
Recent natural gas discoveries in Cyprus have increased tension and created an energy and security complex in the Eastern Mediterranean. The basic understanding of this complex is determined as a zero-sum game that will be played in line with the geopolitical alliances and division lines in energy. This study aims to oppose this approach and to use the energy in this geography as a positive sum game that can be used in the context of integrated markets and interdependence it is considered a criticism. It is also seen as a potential game changer, which can revive a conciliatory chain of action. The analysis results in the identification of issues in which this complex can evolve. Determining whether energy should be used in a confrontational or harmonious manner, determining whether the relations in the region will be broken or not, and the conclusion that it depends on the main actors, revealed that energy is an important element in balancing and convergence.
