Abstract
Türk belediye sisteminde yönetim yaklaşımları, yasal çerçevede şekillenmektedir. Bu nedenle birincil koşul, gelişimleri ve değişimleri desteklemede, hukuksal yapının geliştirilmesi gerekliliğidir. Belediyelerin çalışma süreçlerinde dikkate aldıkları yönetim sisteminin, stratejik yönetim olma zorunluluğu, bu yönetimi sağlamada teknolojiden en iyi düzeyde yararlanmayı gerektirmektedir. Bu tutum, gelişen ve değişen koşullarda, belediyelerin vatandaşlarına daha iyi hizmet sunabilmesi açısından önemlidir. Teknolojik imkânlara bağlı geliştirilen çalışmalar, araştırma kapsamında değerlendirilmiş ve belediyelerin öncelikli olarak bilişim sistemleri üzerinde çalıştıkları tespit edilmiştir. Diğer yandan 21. yüzyıl ile beraber belediyelerin faaliyetleri, teknolojinin etkin düzeyde kullanımlarını desteklediğinden, araştırmada belediye faaliyetleri teknolojik bağlamlı ve yönetim odaklı değerlendirilmiştir.

Abstract
The management approaches in the Turkish municipal system are shaped within the legal framework. Therefore, the primary condition is the need to improve the legal structure in supporting development and change. The necessity of the management system, which is taken into consideration by the municipalities in their work processes, requires the use of technology in the best way to ensure this management. This attitude is important in terms of providing better services to the citizens of the municipalities in developing and changing conditions. Studies based on technological facilities have been evaluated within the scope of the research and it has been determined that municipalities work primarily on information systems. On the other hand, since the activities of municipalities together with the 21st century have supported the effective use of technology, the municipal activities in the research were evaluated in terms of technology and management.
