Abstract
ABD’ de Mortgage piyasasında başlayan ve 2008 yılına gelindiğinde ise küresel krize dönüşen ve 2008 krizi olarak adlandırılan finansal kriz tüm dünyayı etkisi altına almıştır. Krizin etkilerinin bertaraf edilmesi için ülkeler bir takım önlemler almışlardır. Bu kapsamda Türkiye’de maliye politikalarını devreye sokmuştur. Bu politikaların etkin olup olmadığın belirlenmesi amacıyla bu çalışmada kamu harcamalarının işsizlik üzerinde etkisi 2005MQ1- 2017MQ3 dönemi verileri ile yapısal kırılmalı zaman serisi analizleri kullanılarak ölçülmüştür. Yapılan analiz sonucunda serilerin eşbütünleşik olduğu tespit edilmiştir. Elde edilen bulgulara göre kamu harcamalarının işsizlik üzerinde etkisi istatistiki olarak anlamlı bir etkisinin olduğu görülmüştür

Abstract
The financial crisis, which started in the US on the mortgage market and turned into a global crime in 2008, is called the 2008 crisis, has affected the whole world. Countries have taken a number of measures in order to eliminate the effects of the crisis. In this context, fiscal policy has been put into operation in Turkey. In order to determine whether these policies are effective, the effect of public expenditures on unemployment in this study was measured using data from 2005MQ1 - 2017MQ3 period and structural breakdown time series. As a result of the analysis made, it was determined that the series were co-integrated. According to the findings obtained, the effect of public expenditures on unemployment was found to be statistically significant.
