Abstract
Günümüzde belediyeler, mevzuat kısıtları ve var olan kaynakları ölçüsünde mahalli müşterek nitelikli hizmetleri sunmaktadır. Klasik anlamda mevzuatla belirlenen zorunlu ve ihtiyari görevleri ifa eden belediyelerin, mevcut kaynaklarını etkili, ekonomik ve verimli bir şekilde kullanması ölçüsünde başarılı olup olmadıkları değerlendirilmektedir. Ancak, belediyelerin var olan kaynakları bu ilkeler çerçevesinde rasyonelce kullanmaktan öte, kaynak yaratan, üretim fonksiyonunu vatandaşlar yararına tesis eden ve bu çerçevede üretime yön veren bir fonksiyon da üstlenmesi gerekmektedir. Bu çerçevede klasik belediye hizmet sunum modelinden ziyade belediyelerin üretime katkı yapacak şekilde yenilikçi politikalar da geliştirmesi giderek önem kazanmaktadır. Bu çalışmada Toplumcu Belediyeciliğin önemli bir ilkesi olan Üretici Belediyecilik fonksiyonu çerçevesinde kaynak yaratan ve üretime yön veren politikaların neler olduğuna değinildikten sonra Mersin Toroslar Belediyesinin uygulamalarına yer verilecektir.

Abstract
Today, municipalities provide local joint services in accordance with the legislative constraints and existing resources. The municipalities performing their mandatory and optional duties in the classical sense are assessed whether they are successful enough to use their existing resources effectively, economically and efficiently. However, municipalities should not only use existing resources rationally in the framework of these principles, but also have to assume a resource-generating, production function for the benefit of the citizens and a function of directing production in this framework. In this framework, it is becoming increasingly important to develop innovative policies that contribute to the production of municipalities from the classical municipal service delivery model. In this study, it will be mentioned what are the policies that generate resources and produce direction in the frame of the producer municipality function which is an important principle of community municipalism. In this direction the applications of Mersin Toroslar Municipality will be given.
