Abstract
Son dönemde Türkiye’de yerel yönetimlere yönelik yapısal düzenlemelerde kent konseyleri önemli bir yer edinmektedir. Özellikle de 2005 yılında çıkarılan 5393 sayılı Belediye Yasası ile oluşturulan kent konseyleri vasıtasıyla yerel halkın düşünce ve taleplerinin belediye meclislerine taşınabilmesine imkan verilmiştir. Halkın isteklerinin kent konseyleri tarafından yetkililerin dikkatine sunulabilmesi katılım olgusunu güçlendirecek ve bu durum son zamanlarda dünyada demokrasi temelinde yer alan temsil ve katılım olgusunun gelişmesine katkıda bulunacaktır. Ancak temel sorun- ki çalışmanın da temel sorusu olan- belediye meclis üyelerinin kent konseylerini temsil ve katılım noktasında nasıl algıladığı olmaktadır. Bundan hareketle çalışma, GAP Bölgesindeki belediye meclis üyelerinin, bölgedeki kent konseylerinin temsil ve katılımı noktasında ne düzeyde bilgi sahibi olduklarını, bu noktada kent konseylerine bakış açılarını ortaya koymayı amaçlamaktadır. Çalışma kapsamında, ankete katılan GAP Bölgesindeki belediye meclis üyelerinin genel profili çıkarılmakta ve kent konseylerine yönelik temsil ve katılım hakkında görüş ve yaklaşımları ele alınmaktadır.

Abstract
The city councils have recently had an important place in the structural regulations related to the city corporations. Especially it was given an opportunity to carry the local community's view and demands to the municipal councils via the city councils which were done with 5393 numbered Municipal Corporations Law which was enacted in 2005. It will strengthen the manner of participation that the demands of people are presented to the attention of the authorities by the city councils and this case will contribute to the development of representation and participation manners which have been included in the base of democracy over the world recently. However, the main problem -which is the main question of the study - is how the aldermen perceive the city councils in terms of representation and participation. From the point of this view, the study aims to reveal on what the level the aldermen in SAP region have got knowledge on the representation and participation of city councils in the region, and in the point, to reveal their viewpoints on the city councils. Within the scope of the study, the general profiles of the aldermen in SAP region who attended in the survey are provided, and their views and approaches on the representation and participation related to the city councils are considered.
