Abstract
Bu makale İsveç’te yerel yönetimlerin yapısı, işleyişi, görevleri, rolü ve önemini konu edinmektedir. Özellikle, İsveç’te 1980’li, 1990’lı yıllar ve sonrası gelişmeleri konu almaktadır. Makalenin bu sürece odaklanmasının temel sebebi, birçok Avrupa ülkesinde olduğu gibi, İsveç’te de yerel yönetimlerin özellikle, küreselleşme ve yerelleşme politikaları doğrultusunda yeniden düzenlenmesidir. Bu doğrultuda 1991’de yürürlüğe konan yerel yönetim yasasıyla merkez-yerel ilişkileri ve yerel yönetimlerin görev ve yetkileri düzenlenmiştir. Hazırlanan yasayla yerel yönetimlerin yetki ve görevleri arttırılmıştır. Merkeze ait olan birçok yetki yerel yönetimlere aktarılmıştır. Söz konusu yasayla yerel yönetimlerin yapısı ve işleyişinde de bazı değişiklikler yapılmıştır. Dolayısıyla makalede öncelikli olarak söz konusu yerel yönetim yasasına odaklanılmıştır.

Abstract
This article deals with the structure, function, duties, role and importance of the local governments in Sweden. Especially, it is concerned with the developments in 1980s, 1990s and later on in Sweden. The main reason why this artical focuses on this process is the reorganization of local governments, especially in line with the globalization and localization policies as in many European countries. In accordance with the local government law enacted in 1991 central-local relations and the duties and authorities of the local governments were regulated. The authority and duties of the local administrations have been increased with the prepared law. Many powers belonging to the center have been transferred to the local governments. There have been some changes in the structure and functioning of the local governments by the aforementioned act. Thus, the article primarily focuses on this local government law.
