Abstract
Türkiye’nin yönetim yapısı çeşitli ölçeklerde yapılan reformlarla sürekli olarak değişmiş ve günümüze kadar gelmiştir. Yerel yönetimlere ilişkin gerçekleştirilen değişikliklerden en kapsamlısı ise 2012 yılında 6360 sayılı yasa ile yapılandır. Bu yasanın gerekçesinde ortaya konulan unsurlar etkinlik, verimlilik, koordinasyon, yönetişim, küreselleşen dünyanın gerekleri olarak sayılmıştır. Yasanın gerekçesinden de anlaşılacağı üzere yasanın yürürlüğe girmesi ile birlikte yerel yönetimlerin daha etkili, daha verimli, koordinasyona dayanan, yönetişimin ilkelerine uyan, küreselleşen dünyanın gereklerini karşılayan bir yapı içerisine gireceği düşünülmektedir. Yeni yapılanma ile yukarıda ifade edilen durumların gerçekleşip gerçekleşmediğini en iyi değerlendirecek kişiler yönetim sistemimizin olmazsa olmazı olarak görülen muhtarlardır. Bu nedenle bu araştırma muhtarlarla yapılmış ve mahalle muhtarlarına Malatya Büyükşehir Belediyesinin kentsel hizmetlerine ilişkin sorular sorularak önceki yapı ile mevcut büyükşehir belediyesi ve merkez ilçe belediyelerinin çalışmalarını değerlendirmeleri istenmiştir. Muhtarlar tarafından, gerek büyükşehir belediyesinin gerekse merkez ilçe belediyelerinin hizmet performansı yasanın gerekçesinde belirtilen etkililikten, verimlilikten, koordinasyondan ve yönetişimden oldukça uzak olduğu ifade edilmiştir.

Abstract
Governing structure of Turkey has constantly changed due to various scaled reforms and come until now. The most extensive amendment related to Local Government is what is done in 2012 with Law no 6360. Propounded factors related to the reason of this law such as activity, efficiency, coordination and governance are counted as the necessities of globalizing world. As it is understood from the justification of the law, with coming into force of the law it is considered that Local Governments will be more effective, coordination based, adaptable the principles of governance and meet the requirements of globalizing world.With the new structuring the most suitable people evaluate best whether the circumstances above will come true or not is considering as a must for administrative systems; Mukhtars. For this reason this survey done with Mukhtars and by asking some questions related to Malatya Metropolitan Municipality Urban Services and was asked them to evaluate the difference between the previous structure and current structure of Metropolitan Municipality and Central District Municipality. According to Mukhtars, ministration performance of both Metropolitan Municipality and Central District Municipality far below expectation in accordance with effectiveness, efficiency, coordination and governance stated in justification of the law.
