Abstract

Merkezden yönetim (merkezi), yönetim ve planlama kararlarının tek merkezden alınıp, kamu hizmetlerinin ve uygulamasının merkez kontrolünde yürütülmesini anlatan bir yönetsel düzenlemeyi ifade etmektedir. Yerinden yönetim (adem-i merkeziyetçi) ise, söz konusu hizmet ve uygulamaların hizmetin görüldüğü yerde kararlaştırılıp uygulanmasını ifade etmektedir. Bu yönetim biçimlerinin şekillenmesinde, günümüzde bilişim teknolojilerinde yaşanan değişimin etkilerinin nasıl olacağı önem taşımaktadır. Bilişim teknolojilerindeki değişim, toplumsal, siyasal ve ekonomik yapıdaki pek çok unsuru etkileyecek gibi görünmektedir. Merkezden yönetim ve yerinden yönetim anlayışının da bu değişimden etkilenmesi kaçınılmaz görünmektedir. Bilişim teknolojilerindeki gelişmelerin, daha fazla yerinden yönetim yöntemlerinin desteklendiği bir ortamda, merkezden yönetime önemli avantajlar sağlaması daha kuvvetli bir olasılık olarak görünmektedir.

Abstract

Centralized management (centralism) is defined as taking the management and planning decissions in headquarters and conducting the public services and implementation under the control of the headquarters. Decentralized management (decentralisation), on the other hand, is deciding and implementing the aformentioned services and implementations in the place where the service is done. In the embodiment of these goverments, how the changes in information technologies look as if they will affect many contituents in social, political and economical structures. It seems inevitable that the centralism and decentralism mentality will be affected by these changes. It seems as a stronger possibility that the developments in information technologies, in an environment where decentralized management is supported more, will gain important advantages to the centralized management.
