Abstract
Son yıllarda hız kazanan gelişmelerle birlikte, yeni kamu yönetimi anlayışı çerçevesinde dünyadaki birçok ülkenin köklü değişikliklere gittiği, değişim ve gelişim çabası içerisinde olduğu görülmektedir. Türkiye de bu kapsamda bu değişim trendine ayak uydurmak için çalışmalar başlatmıştır. Halkın yönetime katılımının sağlanmasıyla yönetenlerde artık hesap verme sorumluluğu anlayışı yerleşmiştir. Böylece yönetimin daha etkili, daha verimli, yerinde ve amacına uygun bir şekilde denetlenmesinin de önü açılmıştır. Ortaya çıkan bu gelişmeler denetim alanında çağdaş denetim tekniklerinin geliştirilmesini zorunlu kılmıştır. Türkiye’de yerel yönetimlerin denetiminde ortaya çıkan sorunların çözümlenmesi ve yönetimin iyileştirilmesi sürecinde halkın yerel yönetimlerin kötü yönetimlerine karşı daha etkin bir şekilde korunmasında, daha ucuz ve hızlı bir denetim mekanizması olan yerel yönetimler ombudsmanına ihtiyaç duyulmaktadır. Abstract
With the advances gained momentum in recent years, new public management within the framework of many countries in the world is going through fundamental changes, change and development in an effort to be seen.
