Bu çalışmada, 6 Şubat 2023 tarihinde gerçekleşen depremler nedeniyle zarar gören illerden birisi olan Adıyaman kırsalında inşa edilen kalıcı konutların kırsal hane ekonomisi ve üretim faaliyetleriyle ilişkisi incelenmektedir. Deprem konutlarının kırsaldaki ekonomik faaliyetlerin sürdürülebilirliğine etkisinin anlaşılması gelecekte yapılacak yatırımların yönünü tayin etmek bakımından da önemlidir. Çalışmanın amacı, söz konusu konutların tarım ve hayvancılık faaliyetleri açısından yeterlilik durumunu sahadaki ihtiyaçlar ekseninde analiz etmek, yaşanan problemleri belirlemek ve buna yönelik çözüm önerileri sunmaktır. Bu kapsamda kırsal konutlar; ahır, samanlık, depo, ürün kurutma alanı, yem muhafazası, avlu kullanımı, tarım aleti saklama imkânı ve müştemilat ihtiyacı gibi işlevler üzerinden değerlendirilmiştir. Çalışmada, deprem nedeniyle yapılan kırsal konutlarda yaşayan yöre sakinlerine yarı yapılandırılmış anket soruları yöneltilmiş; saha gözlemleri ve yerinde konut incelemeleriyle elde edilen veriler betimsel analiz ve içerik analizi yoluyla çözümlenmiştir. Bulgular, Adıyaman kırsalında yapılan konutların büyük ölçüde tek katlı, müstakil ve 3+1 plan düzenine sahip olduğunu; ancak birçok yerleşmede kırsal hane ekonomisinin gerektirdiği eklenti ve kullanım alanlarını yeterince karşılamadığını, parsel boyutlarının da eklentiler için yetersiz olduğunu göstermektedir. Özellikle tarım ve hayvancılıkla geçinen hanelerde ahır, samanlık, depo ihtiyacının karşılanamaması, ekonomik faaliyetlerin devamını güçleştirmektedir. Çalışma, afet sonrası kırsal konut üretiminde ekonomik faaliyetlerin de planlama sürecine dâhil edilmesi gerektiğini ortaya koymaktadır.
This study examines the relationship between permanent housing constructed in rural Adıyaman—one of the provinces affected by the earthquakes of February 6, 2023—and the rural household economy and production activities. Understanding the impact of post-disaster housing on the sustainability of rural economic activities is crucial for guiding future investments. The study aims to analyze the adequacy of these housing units regarding agricultural and livestock activities within the framework of field-based needs, identify the problems encountered, and propose solutions. Within this scope, rural housing units were evaluated based on functional components such as barns, haylofts, storage areas, product drying areas, feed storage, courtyard utilization, agricultural tool storage capacity, and outbuilding requirements. In the study, semi-structured questionnaires were administered to local residents living in the newly constructed post-earthquake rural housing; data obtained from field observations and on-site housing examinations were analyzed through descriptive and content analysis. The findings indicate that while the housing units built in rural Adıyaman are predominantly single-story, detached, and feature a 3+1 layout, they fail to adequately accommodate the extensions and usage areas required by the rural household economy in many settlements, and parcel sizes are insufficient for such extensions. Particularly for households reliant on agriculture and livestock, the inability to meet the demand for barns, haylofts, and storage facilities undermines the continuity of economic activities. The study demonstrates that economic activities must be integrated into the planning process of post-disaster rural housing production.
