Abstract
Yerel medya, özellikle yerel gazeteler, Anadolu'da ileri demokrasi, etkili bir kamuoyu ve kentleşme süreçlerini destekleyen en önemli unsurlardan biridir. Bu durum dünya genelinde de benzer bir şekilde geçerlidir. Özelikle ileri demokrasi anlayışıyla yönetilen ülkelerde, yerel medya gelişmiş basın organlarıyla yarışacak düzeyde olup, bazı ülkelerde yerel medya işletmeleri, genel basın işletmelerinden daha ileri bir seviyeye ulaşmıştır. Bununla birlikte Anadolu'daki tablo her zaman farklı bir seyir izlemiştir. Özellikle Osmanlı İmparatorluğu'nun son dönemlerinde ve Milli Mücadele sürecinde önemli roller üstlenen yerel medya; Cumhuriyetin ilk yıllarından itibaren hem hukuki kısıtlamalar hem de yaşadığı ciddi problemler sebebiyle bu önemini kaybetmiştir. Günümüzde, yalnızca birkaç ilde yayın yapan az sayıda yerel gazete, ulusal medya karşısında ayakta kalabilmektedir. Anadolu'da yayın yapan yerel gazetelerden biri ise Cumhuriyet öncesi dönemde Elazığ'da yayımlanmıştır. Elazığ medyasının yerel basın bakımından önemi, bu çalışmanın ana temasını oluşturmaktadır. Cumhuriyet öncesinden günümüze kadar Elazığ'da çıkarılan gazetelerin derlemesini içeren bir seminer çalışması da meydana gelmiştir.

Abstract
Local press, especially local newspapers, are one of the leading institutions that recognize the facts of advanced democracy, a functioning public opinion and urbanization in Anatolia. This is also the case in the world. Especially in countries governed by advanced democracy, the local press is not inferior to the mainstream press in terms of development, and in some countries, local press enterprises are much more developed than the mainstream press enterprises. However, the situation has always been different in Anatolia. Local press, which played important roles especially in the last periods of the Ottoman Empire and the War of Independence; Since the early periods of the Republic, it has lost its importance due to both legal restrictions and the serious problems it encountered. Nowadays, except for a few local newspapers operating in a few provinces, there is no local newspaper that can resist the national press. One of the local newspapers operating in Anatolia was published in Elazığ in the pre-Republic period. Elazığ press, which is important for the local press, constitutes the main theme of the study in this respect. The compilation of newspapers published in Elazığ from the pre-Republic period to the present constitutes the seminar study.
