Abstract
Arap Dili eğitimi Osmanlı İmparatorluğu’ndan günümüze kadar Türk ulusunun ilgi odağı olmuş, değişen ihtiyaçlara binaen şekillenen müfredat, yöntem ve tekniklere rağmen söz konusu dilin öğretilmesiyle ilgili zorluklar gündem oluşturmaya devam etmiştir. Osmanlı İmparatorluğu döneminde dinî literatürün anlaşılması için araç olarak görülen Arapçanın yirmi birinci yüzyılda iletişim dili olarak öğretilmesine kadar geçen süreçte, tüm dünyaya hâkim moda yöntem ve müfredat denenerek benzer sonuçların elde edilmesi ‘dilin vatanında öğrenileceği’ düşüncesini pekiştirmiştir. Tanzimat’la birlikte başlayan, öğrenciye dört dil becerisini kazandırma eğilimi Berlitz yöntemini gündeme getirmiş ancak bu yöntemin de beklenen neticeyi vermediği görülmüştür. Bundan sonra dil eğitiminde kaynak arayışı hangi ulus için üretildiğine bakılmaksızın ithal malzemenin dayatılmasıyla sonuçlanmıştır. Dil eğitiminde program geliştirme süreçlerini takip etmeden, hedef dille ana dil arasında benzer ve farklılıklara göre bir başlangıç noktası seçmeden hazır elbisenin öğrenciye giydirilmesi başta İmam Hatip okulları olmak üzere Arap Dili eğitiminde yaşanan hayal kırıklığını beraberinde getirmiştir. Eğitimin kişiselleştirilmesinin konuşulduğu bir dönemde, ulusal kimliğin dil ve zihin özelliklerini hesaba katıp, bireyin ihtiyaçlarını ve eğitim ortamını dikkate alarak yerli bir müfredat oluşturma çabası sorunun çözülmesi için önemli bir adım olacaktır. Söz konusu çalışma Arap dili eğitiminde mevcut müfredatları göz önüne alarak dil eğitiminde program geliştirme konusunu tartışacaktır.

Abstract
Arabic language education has been in the center of attention of the Turkish nation from the Ottoman Empire to the present day and despite the curriculums, methods and techniques that have been shaped according to changing needs, the challenges related to teaching of the language have continued. In the process of teaching Arabic, which was seen as a tool for understanding religious literature during the Ottoman Empire and as a language of communication in the twenty-first century, similar results were obtained by trying the modern methods and curricula dominant all over the world and reinforced the idea that 'language is learned in its homeland'. The tendency to make students acquire four language skills, which started with Tanzimat, brought the Berlitz method to the forefront, but it was seen that this method did not yield the expected results. Since then, the search for sources in language education has resulted in the imposition of imported materials, regardless of the nation for which it was produced. Without following the program development processes in language education, without choosing a starting point according to the similarities and differences between the target language and the native language, putting the ready-made dress on the student has brought disappointment in Arabic language education, especially in Imam Hatip schools. At a time when the personalization of education is being discussed, an effort to create an indigenous curriculum that takes into account the language and the mental characteristics of national identity and the needs of individuals and the educational environment, would be an important step towards solving the problem.
