Abstract
Deprem, yerkabuğundaki ani sarsıntıları sonucu ortaya çıkan, binaların hasar görmesinden, ekonomik kayıplara yaralanma ve can kayıplarına kadar geniş yelpazede etkileri olan doğal afetlerden biridir. Bu önemli tehditleri olan depremin oluşumunda insanların bazen doğrudan bazen de dolaylı etkileri olduğu gerçeğini inkar edemeyiz. İnsanlar bir baraj inşasında veya maden faaliyetleri ile depremi tetikleyebilirler. O yüzden depremlerin oluşmamasında ve oluştuğu zaman verdiği zararların en aza indirgenmesinde alınmış olan önlemlerin önemi büyüktür. Tabii ki alınmış tüm önlemlere rağmen depremin oluşumunu ve etkilerini tamamen ortadan kaldırmak mümkün değildir. Bu nedenle deprem risklerinin sürekli değerlendirilmesi ve güvenlik önlemlerinin devamlı iyileştirilmesi önem taşımaktadır. Bu noktalardan hareketle bu çalışmada, deprem kavramının kavramsal çerçevesi ortaya konulmaya çalışılmış, bu sorunsalda önemli zararlara uğrayarak depreme savaş açmış ülke olan Japonya örnekleminde, bu ülkenin bu tehdite karşı izlemiş olduğu politikalar analiz edilerek çıkarımlarda bulunulmaya çalışılmış ve diğer ülkeler için de örnek oluşturmak amaçlanmıştır.

Abstract
Earthquake is one of the natural disasters that occur as a result of sudden tremors in the earth's crust and have a wide range of effects ranging from damage to buildings, economic losses, injuries and loss of life. We cannot deny the fact that people sometimes have direct and sometimes indirect effects in the formation of earthquakes with these important threats. People can trigger an earthquake with the construction of a dam or mining activities. Therefore, the measures taken to prevent earthquakes from occurring and to minimise the damages when they occur are of great importance. Of course, despite all the measures taken, it is not possible to completely eliminate the occurrence and effects of earthquakes. For this reason, it is important to continuously evaluate earthquake risks and to continuously improve safety measures. Based on these points, in this study, the conceptual framework of the earthquake concept has been tried to be put forward, the policies followed by Japan, a country that has declared war on earthquakes after suffering significant damages in this problematic, have been analysed and inferences have been tried to be made by analysing the policies followed by this country against this threat and an example has been aimed to be set for other countries.
