Abstract
Mizah kültürünün en önemli folklorik unsurlarından biri olan fıkra, kısa ve yoğun anlatılar olması sebebiyle hemen herkesin bilip meclislerde anlattığı sözlü kültür ürünüdür. Bazen gülmek, güldürmek bazen mesaj vermek için anlatılan fıkralar genellikle bir tipe bağlı olarak anlatılır. Bu tipler, geniş bir coğrafyada bilinen tipler olabileceği gibi sadece belli bir yörede tanınan tipler de olabilir. Bu hususta Elazığ ve yöresi fıkra kültürü yönünden oldukça geniş bir birikime sahiptir. Bu yörede pek çok mahallî fıkra tipi mevcuttur. Çalışmamızda bir dönemin siyasetine damgasını vurmuş, Eski Meteorolojiden Sorumlu Devlet Bakanımız Ali Rıza Septioğlu etrafında teşekkül etmiş fıkralar üzerinde bir değerlendirme yapılacaktır. Elazığ’da derlenen yirmi iki fıkrası çeşitli yönlerden ele alınarak fıkraların genel yapısı, özellikleri incelenip, Septioğlu’na mal edilen diğer fıkralar ile mukayese edilmiştir.
