Fashion designers occasionally incorporate tradition and traditional clothing into their designs. This approach creates an environment that allows discussion of the issues of traditional clothing and fashion. The aim of the study is to provide a basis for the researches which will be made on the interpretation of tradition in fashion design by discussing clothing culture and definition and contents of fashion. In this context, clothing which is formed by symbolic understanding in different geographies and developed as one of the subjects of culture will be explained as clothing culture. Likewise, the concept of “fashion”, which is formed by industrial lifestyles shaped within the framework of the Industrial Revolution in the 18th century will be defined as phenomena and a system. Clothing culture, which includes folk culture data, reflects the life style of the society in which it is located, and there is no need for an industrial lifestyle. Thus, the examples of clothing culture, which has been transferred from generation to generation without being changed for centuries and containing symbolic language are formed. However, in the “fashion” phenomenon, due to the nature of the concept, adherence to the tradition seen in clothing culture is not accepted as a principle. Because eventually every new fashion has to be the old one. The finding of the study is that the issues of “clothing culture” and “fashion” developed in different ways in the historical process depending on the production techniques and lifestyles before and after the Industrial Revolution. The values, scopes and contents of the two concepts will be examined in line with the historical development process and presented with examples.
