Modernism is a meta-ideology that bracket the existence. Existence is mandatorily modern in a time-space which had surrended by power and controling by knowledge. Accordingly article shows the nation-state is a practical area that bases of nesting the knowledge and power. Nation and citizenship on the other hand are concepts which immanent to nation-state and they fortify it's intellectual base. Corruption in the texture of citizenship causes by globalisation and post-modernity requires a redefiniton of it. So the study explains the construction of nation-state and citizenship by focusing on the knowledge and power concepts in modernism. Then it examines the developing of citizenship in the process of post-modernity.
