The parliamentary system which improved within historical process made a further progress in 1908 when concepts of ‘election’ and ‘party’ were added. However this process of improvement halted during First World War which was declared in 1914. The parliament and Republic of Turkey which was founded after the collapse of Ottoman Empire at the end of war took a fresh breath and every segment of populace was represented in the government at regional base.
