Abstract

Bu makale Türkiye’de, Suriyeli çocukların eğitimi ile ilgili kamu politikaları inşa sürecindeki sorunları ve çözüm önerilerini merkeze alan bir araştırma projesinin verileri üzerine inşa edilmiştir. Makalenin ilgili literatür ve yürütülmüş olan proje bulgularından hareketle Türkiye’de Suriyeli mülteci çocukların eğitimi ile ilgili temel sorun alanları ortaya konmuş ve çözüme yönelik öneriler sıralanmıştır. Bu önerilerin günümüzün değişen ihtiyaçlarına yönelik olarak Türkiye’nin eğitim politikası açısından dikkate alınması, gün geçtikçe karmaşıklaşan göç hareketleri karşısında devletin gereken kamu politikalarını oluşturabilmesi açısından da önemlidir. Çalışmanın temel iddiası eğitimin yurttaşa yönelik bir kamu hizmeti olmasının ötesinde bir “hak” olarak ele alınması gerektiğidir. Türkiye'nin gelecekteki toplumsal huzur ve refahı üzerinde önemli etkileri olacak Suriyeli mülteci çocuklara yönelik eğitim politikalarının inşasında, sorun odaklı, kısa vadeli bakış açısının ötesinde kişileri (mülteci/göçmen çocukları) odağına alan bir bakış açısı hâkim olmalıdır.

Abstract

This article is based on the data of a research project focusing on the problems and suggestions for the ongoing structuring of public policies in particular for the education of Syrian children in Turkey. The article reveals the main problematic areas and enlists recommendations regarding the education of Syrian children in the light of findings gathered through the literature review and project. These recommendations considering the changing nature and role of Turkish education policies are vital in the making of public policies in regard of ever increasing and complex migration movements. Main argument of the study is the necessity to consider education as a right beyond a public service offered to citizens.
