Abstract
Tersaneler, deniz araçları üretim tamir sanayisi küresel olarak bir çok iş kolu ile doğrudan bağlantılı olmakla birlikte, direkt olarak sağladığı işgücü potansiyeli açısından da oldukça büyük bir hacme sahiptir. 2018 yılında ülkemizde tersanelerin gemi inşa kapasitesi sekiz milyon iki yüz tonun üzerinde olup, bu tarihteki 24 bin çalışan sayısı civarındadır. Başta çelik olmak üzere; makine, elektrik-elektronik, boya, iklimlendirme gibi sanayi kolları gemi inşa sektörünün ana bileşenleridir. Bu durum tersanelerde aynı anda yapılması gereken bir çok iş ve kalabalık bir çalışma ortamını zorunlu kılmaktadır. Birçok sektörle alakalı gemi inşa sanayinin ortaya çıkarmış olduğu büyük istihdam hacmi beraberinde bir takım sorunları da getirmektedir. Tersanelerde ticari anlamda zaman ve kontratlar açısından belirlenen yükümlülükler, işveren ve çalışanlar üzerinde baskı oluşturarak iş sağlığı ve güvenliği kontrollerinin aksamasına yol açarak yaralanmalı ve ölümlü iş kazalarına yol açabilmektedir. Yeni gemi inşa ve tamir bakım projelerinde iş prosesleri içerisinde oldukça büyük tehlike potansiyeline sahip birçok çalışma beraberinde birçok iş kazasını meydana getirmiştir. Bu durum, medyada oldukça fazla gündem oluşturarak dikkatleri üzerine çekmektedir. Bu çalışmanın amacı tersanelerde özellikle gemi üretim proseslerinde oluşan iş kazalarının meydana geldiği kapalı ve açık alanlardaki çalışma ortamlarının barındırmış olduğu tehlike unsurlarının iş sağlığı ve güvenliği yönünden analiz edilmesi amaçlanmıştır. Bu alanlarda gerçekleşen iş kazaları kazanın yaşandığı bölge ile sınırlı kalmayıp geniş bir alanı etkileme potansiyeline sahiptir. Bu sebeple bu çalışmada kapalı ve açık ortamlardaki tehlikeli durum ve davranışların risklerin belirlenerek değerlendirilmesi ve buna göre alınması gereken önlemleri gerçekleşen iş kazaları ve mevzuat yönüyle de ele alınmaya çalışılmıştır.

Shipyards, marine production and repair industry is directly related to many business lines globally, and it also has a large volume in terms of the workforce potential it provides directly. In 2018, the shipbuilding capacity of the shipyards in our country was over eight million two hundred tons, and the number of employees at that time was around 24 thousand. Especially steel; Industrial branches such as machinery, electricity-electronics, paint and air conditioning are the main components of the shipbuilding industry. This situation necessitates a lot of work to be done at the same time and a crowded working environment in the shipyards. The large employment volume created by the shipbuilding industry related to many sectors brings with it some problems. Liabilities determined in terms of time and contracts in the commercial sense in the shipyards can create pressure on employers and employees, cause disruption of occupational health and safety controls, and lead to occupational accidents with injury and death. In the new shipbuilding and repair and maintenance projects, many work with a great danger potential in the work processes have caused many work accidents. This situation attracts attention by creating a lot of agenda in the media. The aim of this study is to analyze the danger elements of the working environments in closed and open areas where occupational accidents occur in shipyards, especially in ship production processes, in terms of occupational health and safety. Occupational accidents occurring in these areas are not limited to the region where the accident occurred, but have the potential to affect a wide area. For this reason, in this study, it has been tried to evaluate the dangerous situations and behaviors in indoor and outdoor environments by determining the risks and the measures to be taken accordingly, in terms of occupational accidents and legislation.
