SERBEST TİCARET ANLAŞMALARI KAPSAMINDA TÜRKİYE’NİN ORTA DOĞU VE KUZEY AFRİKA ÜLKELERİ İLE TİCARET İLİŞKİSİ

Abstract
Bu çalışmada, gelişmekte olan bir ülke olarak Türkiye’nin, Orta Doğu ve Kuzey Afrika ülke ekonomileri ile imzalamış olduğu serbest ticaret anlaşmalarının yürürlüğe girdiği tarihten itibaren (2005-2016), dış ticaret rakamlarında meydana gelen değişmeleri ve ülke ekonomilerine yansımaları incelenmiştir. Arap Baharı diye adlandıran dönemde Türkiye’nin bu ülkelerle yaptığı ithalat ve ihracatın etkilenip etkilenmediği bu çalışmada incelenmiştir. Aynı dönemde Orta Doğu ve Kuzey Afrika ülkeleriyle herhangi bir serbest ticaret anlaşması olmamasına rağmen, Türkiye’nin bu ülkelerle dış ticaret ilişkisi de ele alınmıştır. Makalenin başlıca sonuçları şu şekilde özetlenebilir: STA’lar genel olarak ikili anlaşmaların yapıldığı ülke ekonomileri lehinedir. 2005-2016 yılları arasında Türkiye’nin Orta Doğu ve Kuzey Afrika ülkeleri ile imzalamış olduğu STA’ların sonuçları incelendiğinde, Türkiye`nin bu ülkelerden dış ticaret fazlası elde ettiği gözlemlenmiştir. STA’nın imzalanmadığı diğer Orta Doğu ve Kuzey Afrika ülkelerinin de Türkiye’nin dış ticaretinde önemli bir orana sahip olduğu görülmüştür.

Abstract
In this work, as a developing country, the affects of Turkey`s free trade agreements that has been signed with Middle East and North African countries since their first implementation (2005-2016) and their echoing in those countries` economies has been examined. Whether Turkey`s import and export numbers during the period that is called Arap Spring has been affected or not has also been examined.In the same period even though there was no official free trade agremeent with Middle East and North African countries, Turkey`s foreign trade relations with those countries is also addressed. Main results of this article can be summarized as follows: Free trade agremeents in general are in favor of the economies of the countries included. When the results of the free trade agreements that has been signed with Middle East and North African countries is analyzed, it is seen that Turkey has gain surplus on its foreign trade between the years of 2005-2016. It has been observed that the countries with whom Turkey has no free trade agreement in Middle East and North Africa has substantial ratio in Turkey`s foreign trade.
