Abstract
Devlet anlayışıyla hemen hemen eş zamanlı olarak tarih sahnesine çıkan istihbarat, her devirde önemini koruyan ve çağının gereklerine göre değişip gelişerek günümüze kadar ulaşan nadir kavramlardan biridir. İçinde barındırdığı temel dinamiklerden olan “gizlilik” insan doğasındaki merakı her daim celbetse de, doğduğu yüzyıldan günümüze kadar olan yolculuğuna eşlik etmek sanıldığı kadar kolay değildir. Yolcularından, sabır, dikkat, titizlik, özen gibi temel yetenekler bekleyen bu alan, yolculuğu tamamlayabilenlere “bilme”nin hazzını vadeder. Bu çalışma, bütün bir yolculuğa değil belki ama iki durak arasındaki mesafeye şahitlik etmek gibi iddialı bir girişimin öznesidir. Söz konusu iki durak, Osmanlı idaresinin yürütmüş olduğu istihbarî faaliyetler özelinde, 1520 yılından başlayıp 1695’te sonlanan, yaklaşık iki asırlık süreyi ifade etmektedir. Çalışmaya dayanak oluşturan kaynak grubunun başında Osmanlı arşivinden edinilen resmi evrak gelmektedir. Kronikler ve diğer telif eserlerden de istifade edilmiştir.

Abstract
Intelligence, which appeared on the historical scene almost simultaneously with the understanding of the state, is one of the rare concepts that retains its importance in every era and has changed and developed according to the requirements of its era and has reached the present day. Although the “secrecy”, which is one of the basic dynamics it contains, always invites curiosity in human nature, it is not as easy as it might be thought to accompany its journey from the century it was born to the present day. This area, which expects basic skills such as patience, attention, diligence and care from its passengers, promises Jun the pleasure of “knowing” to those who can complete the journey. This work is the subject of an ambitious attempt, perhaps not an entire journey, but to witness the distance between two stops. Dec. The two stops in question refer to a period of about two centuries, starting from 1520 and ending in 1695, in particular the intelligence activities carried out by the Ottoman administration. The main source group that forms the basis of the study is official documents obtained from the Ottoman archives. Chronicles and other copyrighted works were also used.
