Abstract
İletişimin temel araçlarından olan dil, kelimelerle kendini ifade eder. Kelimeleri süslemesini bilen ve kelimelerin kardeşliğinden yararlanmayı etkili bir şekilde gerçekleştiren insanlar da, iletişimin temel amacı olan etkileme ve iknayı zorlanmadan gerçekleştirirler. Önemli olan ne söylendiği değil, nasıl söylendiğidir. Hitâbet, özünü bu tespitten alır ve nasıl söylenmesi gerektiğini bilen insanların en büyük sermayesi konumuna gelir. İnsanın merâmına tercüman olan kelimelere süs giydiren ve kelimelerin kardeşliğinden yararlanmasını bilen insanlar, duygu ve düşüncelerini en güzel şekilde aktarırlar ve aktarırken de ikna ederler. Bu çalışmada, hitâbet sanatının geçmişine ve tanımına yer verildikten sonra, hitabet için yapılan hazırlıkların neleri kapsaması gerektiğine, hatibin hangi özelliklere sahip olması gerektiğine, etkili hitabet girişlerinin ve hitabeti bitiriş tekniklerinin neler olduğuna değinilmeye çalışılacaktır. İkna konusunda temel bilgiler verildikten sonra, gerçek bir hitâbe örneği olan Bilge Kağan Kitâbesi, hitâbette yer alması gereken hususlar açısından analiz edilecek ve Kitâbenin hitâbet sanatı ve ikna açısından önemi özgün bir şekilde aktarılmaya çalışılacaktır. Kitabenin değerlendirilmesinde 16 ölçüt dikkate alınmıştır ve her bir ölçüt, metin içeriği dikkate alınarak değerlendirilmiştir. Çalışmanın faydalı olması, en büyük temennimizdir.

Abstract
Language, which is one of the basic tools of communication, expresses itself by words. People who have the ability to embellish the words and make use of the fraternity of the words effectively do so without affecting the main purpose of communication. What is important is not what is said, but how it is said. Rhetoric takes its essence from this fixing and becomes the largest capital of people who know how to say it. People who adorn the words that are ornamental to the curiosity of people and know to benefit from the fraternity of the words, they convey the feelings and thoughts in the best way and convince them when transferring. In this study, after giving a place to the history and definition of the art of rhetoric, it will be tried to explain what the preparations for rhetoric should include, what features the teacher should have, effective rhetoric entries and rhetorical finishing techniques. After giving the basic information about persuasion, Bilge Kağan Inscription that a true example of the inscription will be analyzed in terms of the issues to be included in the rhetoric and it will be tried to be transferred in a unique way. In the evaluation of the inscription, 16 criteria were taken into consideration and each criterion was evaluated by considering the text content. The usefulness of the study is our greatest wish.
