Abstract
I. Meşrutiyet idaresine son verdikten sonra iktidar dizginlerini tamamen eline alan Sultan II. Abdülhamit, muhalif hareketleri baskı altına alan bir yönetim tarzı uygulamaya başladı. Ancak, bütün baskılara rağmen 1881 ve 1882 yıllarında yaşananlar, Sultan II. Abdülhamit’e karşı muhalefetin oluşmasına neden oldu. İlk olarak Mayıs 1889 tarihinde gizli İttihad-i Osmanî Cemiyeti, sonra Paris’te Ahmet Rıza Bey’in başkanlığında Osmanlı Terakki ve İttihad Cemiyeti, 1906 yılında ise Osmanlı Hürriyet Cemiyeti kuruldu. Osmanlı Terakki ve İttihat Cemiyeti ile Osmanlı Hürriyet Cemiyeti 27 Eylül 1907’de Osmanlı İttihat ve Terakki Cemiyeti adı altında birleşti. Birleşmeden sonra hızlı bir şekilde büyüyen cemiyet, Sultan II. Abdülhamit’in yönetim tarzına karşı olan, farklı görüşlerden bütün muhalifleri birleştiren bir çatı haline geldi. Reval Görüşmesinde alınan kararlar, Cemiyetin harekete geçerek, II. Meşrutiyeti ilan ettirip iktidara gelmesini sağladı.
