Abstract
Bu çalışmada, demokrasi ile bilişim arasındaki ilişki ve bu ilişkinin en iyi han-gi verilerle ölçülebileceği incelenmiştir. Veri seti olarak demokrasi ile doğru-dan ilişkili olduğu düşünülen uluslararası endeksler kullanılmıştır. Çalışma kapsamında istatistiksel yöntemlerden korelasyon analizi uygulanmıştır. Bu analize göre demokrasiyi doğrudan etkileyen uluslararası endeksler ile bilgi ve iletişim teknolojileri endeksi arasındaki ilişkiyi gösteren korelasyon matrisi oluşturulmuştur. Yapılan analizler sonucunda insani gelişmişlik, hukuk siste-mi, e-devlet hizmetleri, temel hak ve özgürlükler gibi uluslararası boyutta uy-gulanan endeksler ile bilişim teknolojileri endeksi arasında anlamlı ilişkilerin olduğu tespit edilmiştir. Bu çalışma kapsamında, kaliteli yaşam, eğitimde ve demokratik katılımda fırsat eşitliği, adil bir toplum düzeni için, kısaca toplum-sal asimetrik eşitsizliklerin giderilerek simetrik adil toplum düzenin oluşturul-ması için, günümüz dijital çağında bilgi ve iletişim teknolojilerinin büyük bir öneme sahip olduğu ortaya konulmuştur.

Abstract
In this study, the relationship between democracy and informatics, and the da-ta defining this relation most suitably were examined. The international indi-ces that are considered to be directly related to democracy were used as the data set. A correlation analysis from the statistical methods was conducted in this study. According to this analysis, a correlation matrix was obtained that represents the relationship between the international indices directly affecting the democracy and the indices of information and communication technolo-gies. As a result of the analyses, it was determined that there is a significant re-lationship between indices applied in the international scale such as human development, legal system, e-government services, fundamental rights and freedoms indices and the information technology index. In this study, it has been revealed that the information and communication technologies of today's digital age have a great importance for the quality of life, equality of oppor-tunity in education and democratic participation, for a fair society order, in briefly, to create a symmetrical fair society order by removing all the social asymmetric inequalities.
