Abstract
Türkiye’ de 5018 nolu “kamu mali yönetimi kanunu” çerçevesinde stratejik planlar yasal bir temele kavuşmuş ve kamu idarelerine stratejik planlarını hazırlama yükümlülüğü getirilmiştir. Bu bağlamda üniversitelerde de stratejik planlar, dönemsel olarak hazırlanmakta ve uygulamaya konmaktadır. Stratejik planlar çerçevesinde yapılan mevcut durum analizleri, misyon ve vizyon bildirimleri, geleceğe yönelik amaç ve hedeflerin belirlenmesi açısından oldukça önemlidir. Bu açıdan çalışma, kamu üniversitelerinin araştırma ve geliştirme alanındaki mevcut durumlarını tespit etmek amacıyla hazırlanmıştır. 90 kamu üniversitesinin stratejik planında yer alan “SWOT Analizi” bölümleri içerik analizine göre incelenmiştir ve bulgular yükseköğretimin araştırma ve geliştirme stratejileri çerçevesinde tartışılmıştır.

Abstract
Strategic plans have gained a legal basis due to Law no:5018 “public financial management law” in Turkey and The obligation to prepare the strategic plan has been introduced for public administrations. In this context, strategic plans have been periodically prepared and implemented in the university too. Analyzing the current situation in the framework of strategic plans is quite important for mission and vision statements, determination of goals and objectives for the future. This study was conducted in order perspective for determine the current status of research and development field of public universities. "SWOT Analysis" section located In the strategic plan of the 90 public universities were analyzed according to content analysis and findings were discussed in the context of higher education research and development strategies
