Utopian science fiction, a sub-category of science fiction, is interested in the imaginations about the positive changes in the future. The society of the future in these kind of text is based on scientific infrastructure. Hence, it is related to the genre of science fiction. The positive social structures in the future has been taken over utopian literature. These genres whose source are based on Western literature (a few century ago) reflect the humanity’s hopes about the future. Turkish literature has covered an important distance in science fiction inspite of its belatedness. When the first original literary works is scrutinized, it is seen that all of these texts refer to the future. The time zones when the Turkish and Muslim communities construct developed civilizations by means of science and technology is described in these texts. Çamlar Altında Musahabe II by Yahya Kemal deals with the same issue. The poet pictures a future which is away from any kind of problems in his text. Y. Kemal who travels to the future with a kind of time machine, narrates the technological structure for his readers. By doing this he reflects his some opinions related to various fields such as history and architecture, as well.

Many scientific studies describing the observed and expected effects of climate change in Turkey, indicate that Şanlıurfa and Harran Plain are in the area which affected/could be affected negatively by climate change. The Harran Plain which an important agricultural production region in Turkey, is located in a highly vulnerable region in terms of drought and desertification relationships. The water carried by irrigation canals from Atatürk Dam helps to avoid negative impacts on a very hot and dry summer in the plain. However, high rate of evaporation in this conditions cause a significant amount of water loss by evaporation from the surface of open irrigation channels. Also improper irrigation techniques with high rate of evaporation emergences the land use problem. The ecosystems which under the control of natural processes at around the plain are more vulnerable to desertification. Therefore, to reduce the negative effects of climate change and the development of methods of compliance with the new conditions is very important. In this study, we investigated the drought properties in Harran Plain by the Standardized Precipitation Index (SPI) and Thornthwaite method using Akçakale and Şanlıurfa meteorological stations data within the period of 1975 to 2012. The drought that occurred in the season expected rainy is more dangerous than the drought occurred in dry summer season and so to determine this is very important. Due to rainfall events related to meteorological drought that starts drought, the meteorological drought in the plains was investigated by teleconnection relations. For this purpose, the nature of the relationship with North Atlantic Oscillation (NAO), which affects especially winter rainfall in the important part of Turkey, and Harran Plain and its surrounding rainfall and droughts was identified. At the thought would be useful for the determination of the irrigation period of the year and amount of irrigation, the beginning, ending and duration of the dry season were determined. In addition, the possibility of drought, drought intensity, the number of dry periods and drought magnitude was determined.

Neoliberalism, which takes its roots from the economic liberalism of 19th century England, became the mainstream economics since the 1980s by pervading the whole world. While the rise of neoliberal understanding was interrupted by a sequence of crises, 2008 global economic crisis became a breaking point for the dominance of neoliberal thoughts in the academic world. The purpose of this study is to shed light on the paradigm shift in macroeconomics after neoliberalism. In the study, by laying emphasis on the problematical dynamics of neoliberalism, it is aimed to demonstrate that the economic phenomena experienced after 1980 have played a significant role in shaping the paradigm after neoliberalism. In this context, it is observed that a paradigm shift, which brings the roles of state power and regulatory authority in global financial markets again into prominence, has gained momentum.

Together with the establishment of Istanbul in 330 AD, the Anatolian road system had very important changes. The road connected Istanbul to Anatolia, also known as “Diagonal Road” had become main arterial road which united Europe with Asia. The roads were a crucial symbol of civilization and government at the power, and at the same time determinant of the trade. When the roads had became that much important the facilities which provide needs of traders on the road started to be appear. The “Caravansaries” during Anatolian Seljuk time were very important to improve trade in Anatolia. These buildings besides some architectural changes continued to be available at the Ottoman era as well. As Lefke Caravansary we have examined; in Ottoman State initially the dynastic family and all the other high state officials consecrated their important part of incomes for charities. By this means foremost in Istanbul and the other parts of the Ottoman geography had important the architectural works. When we have a look chosen for zoning outside the Istanbul, it is easily seen that the travellers had preferred to use mostly “Pilgrim Road”, “Army and Trade Road”. Rustem Pasha who was grand vizier of Suleyman the Magnificent and his groom had left his behind many mosques, caravansary and public baths. Outside the caravansary we have subjected, Rüstem Pasha had had one mosque and one public bath in Lefke (Osmaneli), and also and he had another caravansaries at the Akbıyıklar location in between Iznik-Pazaryeri. Besides all these on the route of roads some other public buildings and mills as investment tool had constructed by Rustem Pasha. The caravansary constructed by Rüstem Pasha in Lefke is on the route of İznik-Eskişehir/Ankara. It is available on the entrance of Osmaneli which is a district of Bilecik from İznik side and named still Baghdad Road. Its south walls were reached today. With this work we are going to examine the technical specialties and the role of transport system of the caravansary which no work had done specially about it until now.

In this study, the karstic shapes developed on the travertine within the Başkale Basin which is located in eastern part of the Southeastern Taurus Mountains were investigated. The travertine at the base of basin while clearing the development of the basin also caused the formation of karstic shapes. Young tectonism conditions on the karstification in the basin have an effective precaution. Başkale Fault Zone which is Neotectonic period formation cut karstic structures in the N-S direction and directed karstification. The faults, which played an important role in the formation of the basin, also provided back-type travertine formations in the basin. Travertine cones, travertine terraces and travertine ponds, caves, collapse dolines are present on the back-type travertines developed at the basin floor. The area which is closed basin up to the Quaternary (endoergic) was opened to the external drainage by having catches Zap Water in Quaternary. The active tectonics in the area and the opening to the outer drainage of the basin in the Quaternary have activated the karstification and allow the surface drainage to go underground.

-mAlI suffix, which is used for the necessity in Turkey Turkish, starts to be seen during Old Anatolian Turkish period. At the beginning, as particible it’s function is to make verb nouns. About the usage of the suffix Muharrem Er-gin states that, after turning in to necessity suffix, usage of it as partisip in Ot-toman Turkish decreased, however it is common in Azerbaijan; but usage as necessity suffix is too low in Azerbaijan Turkish. On the contrary, in today's Azerbaijan Turkish, the use of this suffix for necessity mode is quite com-mon. It is not productive as partisip too, it is often used with certain words. In Azerbaijan Turkish grammar books, it is stated that three different structures, -mAlI, gerek + optativ suffix and -AsI, are used for necessity mode. However, apart from these, as in the case of Turkey Turkish, necessity is expressed also by various markers like -mAk gerek, -mAk lazım, mecburiyetinde kal-, mecbur ol-, lazım ol-, vacib ol- and gerek, lazım, mecbur, şert, vacib. In this study, the use of -mAlI suffix in Azerbaijan Turkish will be exemplified and necessity mode will be determined.

The subject of this article is the local governments in Finland, Denmark and Norway. The article focuses on the role, position, importance and function of local governments. In this context, the role, position and functioning of local governments have been tried to be explained by comparing them in three countries. Therefore, comparative method was used for the article. This method has an important use in many disciplines and is used in three different ways. First, it considers the overall reflections of two or more events or circumstances. The comparison here includes the features, practices, reflections and consequences of the compared issues. This comparison is explanatory. Second, it often tries to capture similarities and differences by observing two or more similar social events and processes. This method focuses on similarities without ignoring the differences. In this article, the first type of comparative method was mainly preferred. The reason for this preference is that the comparison does not focus on the similarities or differences of the local governments in the countries, but just focuses on explaining the local governments and their functioning in these countries. The first part of the study is mainly about the structure and the importance of local governments in Finland, Denmark and Norway. In the second part, the functioning, duties, authority distribution, budget, income and expenditure of the local governments in the mentioned countries are discussed.
