Abstract
Bu çalışma kabaca son otuz sene içinde ABD ve Türkiye’de telekomünikasyon yatırımlarını ve bu yatırımların televizyon şebekelerinin görsel-işitsel içerik üretimi ile bağlantılarını analiz etmektedir. Telekomünikasyon altyapısına yatırımın büyüklüğü ve yoğunlaşması, piyasa yapısını ve iletişim hizmetlerinde rekabeti doğrudan etkiler. Dolayısıyla tüketicilerin bu hizmetlere erişimi ve bu erişimin maliyeti politika tasarımına bağlıdır. Ne var ki bu politikaların sonuçları aynı zamanda dijital eğlence sektörünün (ödemeli TV hizmetleri, dijital platformlar vs.) içeriklerinin üretilme biçimlerini ve internet abonelerinin hangi içeriklere ulaşıp ulaşamayacağını belirlemektedir. Ağ tarafsızlığı üzerine yürüyen sıcak tartışma daha göze çarpar hale geldikçe telekomünikasyon altyapısına dönük politikalar da ilgi odağı olmaktadır. Bu makale Türkiye’de geniş bant yatırımlarının, içerik üretiminin ve ağ tarafsızlığının mevcut durumunu ve olanaklarını ABD’deki gelişmeleri dikkate alarak analiz etmektedir.

Abstract
This study analyzes the conduct of telecommunication investment and its linkage with audio-visual content production for TV networks in the United States and in Turkey roughly during the last three decades. Magnitude and concentration of investment in telecommunication infrastructure has direct consequences in terms of market structure and competition in communication services. Therefore, the extent to which the consumers can afford and have access to these services is closely linked to the policy design. However, consequences of such policies also determine the way content in digital entertainment sector (pay TV, digital platforms etc.) is produced and the content internet subscribers reach while they use the internet. As the heated debate on net neutrality becomes more prominent, telecommunication infrastructure policies also become focus of attention. We analyze the current situation and prospects for Turkey in terms of broadband investments, content creation and net neutrality with reference to the developments in the US.
