Abstract
Çocuk istismarı, çocuğun duygusal, fiziksel, sosyal ve psikolojik gelişimine zarar veren eylem ya da eylemsizliktir. Cinsel istismar mağduru çocuklar adli süreç içerisinde kurumlar arası koordinasyondaki iletişim problemleri ve uzman olmayan kişiler tarafından tekrar tekrar sorgulanmalarından dolayı birçok defa örselenip mağdur edilmektedir. Bu yüzden dünyada ve ülkemizde yeni bir hizmet modeli olan Çocuk İzlem Merkezleri ortaya çıkmıştır. Bu çalışmada çocuk ihmal ve istismarı kavramları, çocuk ihmal ve istismarında sosyal hizmet, Çocuk İzlem Merkezlerinin amacı ve işleyişi, Amerika’daki Çocuk İzlem Merkezleri (Children’s Advocacy Centers-CACs), Çocuk İzlem Merkezinde adli görüşmeci sıfatıyla görev yapan sosyal hizmet uzmanlarının rol ve görevleri belirlenip, çocuk istismarıyla mücadelede uygulamaya aktarılması gereken sosyal hizmet müdahaleleri tespit edilerek, bu alanda uygulayıcılar için mesleki bir bakış açısı ortaya konulmaya çalışılmıştır.

Abstract
Child abuse is an action or inaction that damages emotional, physical, social and psychological development of children. Child victims of sexual abuse have suffered due to the communication problems in the coordination between the institutions in the legal processes and due to the interrogations held by non-experts. Therefore, Children’s Advocacy Centers have emerged as a new service model both in Turkey and in the world. This study focuses on the concepts of child abuse and neglect, social work in the child abuse and neglect, as well as the purposes and functions of Children's Advocacy Centers. In addition, the Children's Advocacy Centers in the USA are analyzed; the roles and responsibilities of the social worker working in these Centers as forensic interviewers are determined. The social work interventions needed to be put into action in the fight against child abuse and puts forward a professional perspective for the practitioners in the field.
