Abstract
Günümüzde küreselleşme sürecinde yeniden oluşturulan yönetim, iletişim ve medya alanlarındaki yaklaşım ve politikaların kesişim noktasında; küresel bir “denetim ve yönetim” tasarımının esas olduğu gerçeği, ortaya çıkan belge ve bilgilerin ışığında giderek somutlaşmaktadır. Küresel bir dinleme sistemi olan ECHELON bu yapılardan birini oluşturmaktadır. Başta ABD olmak üzere küresel güçler bu yapılandırmayı, ekonomik, politik, diplomatik yollardan açık ve kapalı (örtülü) çeşitli yöntem ve politikalar vasıtasıyla gerçekleştirmektedir. Küresel güçler tarafından kontrol edilen bu sistem, totaliter karakteristik kazanarak gün geçtikçe daha belirgin hale gelmektedir. Günümüzde her yönden toplumsal yapıyı çevreleyen ve bilgi teknolojileri tarafından lojistik desteği sağlanan “gözetim toplumu” uygulamaları görülmektedir. Küresel gözetim aygıtı ECHELON ile birlikte yoğunlaşan iktidara paralel biçimde genişleyen gözetim pratiklerinin yönetimsel işlevi, gözetim tekniklerinin “güvenlik” ile kurulan ilişkisi bağlamında incelenmektedir.

Abstract
At the point of intersection of the approaches and policies in the fields of management, communication and media which are reestablished throughout the contemporary process of globalization; the essentiality of a global “control and management” design is becoming more concrete in the light of the documents and information that have emerged. ECHELON, a global monitoring system, is one of these structures. Global forces, especially the USA, carry out this restructuring through a variety of open and closed (covered) methods and policies, particularly by employing economic, political and diplomatic means. The system which is controlled by the global powers also becomes evident day after day, by gaining totalitarian characteristic. Today, “surveillance society” practices, which surround social structure in all respects and whose logistic support provided by information technologies, are seen. The administrative function of the surveillance practices, which expand in parallel with the power concentrated together with the global surveillance device ECHELON, is examined in the context of the established relationship between surveillance techniques and “security”
