Abstract

Soğuk savaş döneminin sona ermesinden bu yana uluslararası kamuoyunda ve akademik camiada zayıf devlet faktörlerinin terörizmin gelişmesine imkan sağladığı konusunda yoğun bir tartışma yapılmaktadır. Özellikle 11 Eylül saldırılarının sorumlusu olarak El Kaide terör örgütünün gösterilmesi, bu tartışmalara, dini radikalizm ve terör arasındaki bağlantı da eklemlenmiştir. Sınırlı devlet kapasitesi, şiddet yanlısı aşırılık ve terörizmle mücadelede yetersizliklere neden olmaktadır. Devletin sınırlarını kontrol edememesi, bölgeyi terör örgütlerini finanse eden kaçakçılık, adam kaçırma ve insan kaçakçılığı gibi ulusötesi operasyonlara karşı son derece duyarlı hale getirmektedir. Terörizmden önceki sahhayı ifade eden radikalleşme süreci zayıf yönetişimden kaynaklanır. Umutsuzluğa sürüklenen bireyler ve gruplar, her türlü adaletsizlik, yolsuzluk ve insan hakları ihlallerine maruz bırakan devlete ya da sisteme karşı isyan ederken bağlı oldukları inanç sitemleri çerçevesinde duydukları öfke ve tepkiyi yansıtırlar. Radikalleşmenin bir sonraki boyutu ise terörizm olabilmektedir. Yapmış oluğumuz bu çalışma ile, Arap Baharı ile bir iç savaş ortamına süreklenen Libya’nın istirar yakalayamaması ve zayıf devlet şartları içinde terörizmin güç kazanması ve radikal grupların terörize olması süreçleri incelenecektir.

Abstract

Since the end of the Cold War period, there has been an intense debate in the international community and in the academic community about the development of terrorism by weak state factors. In particular, the emergence of the Al Qaeda terrorist organization as the head of the September 11 attacks and the connection between religious radicalism and terrorism has been articulated. Limited state capacity leads to inadequacies in combating violent extremism and terrorism. The inability of the state to control its borders makes the region extremely sensitive to transnational operations such as smuggling, kidnapping and human trafficking that finance terrorist organizations. The process of radicalization, which expresses the stage before terrorism, results from poor governance. Individuals and groups who are dragged into despair reflect their anger and reaction within the framework of their belief systems while they are rebelling against the state or system that exposes them to all kinds of injustice, corruption and human rights violations. The next dimension of radicalization can be terrorism. With this study, we will examine the process of terrorism and the terrorism of the radical groups in the weak state conditions and the failure of Libya, which is continuing to a civil war environment with the Arab Spring.
