Abstract
Bilgi toplumunun en temel özelliği bilginin bilişim teknolojileri kullanılarak üretilmesidir. Ancak, üretilen bu sayısal bilginin ihtiyaç duyulduğu zamanda kullanılabilmesi için depolanması ve muhafaza edilmesi, üretim sürecinden daha zor ve zahmetli olabilmektedir. Bilgisayar endüstrisinin ilk çağlarında hacimsel olarak çok büyük donanımların büyük bilgisayar odalarında ve her kuruluşun kendi işini görmesine yetecek kadar sınırlı kapasitesi olan özel veri merkezleri kurulmuştur. Özel sektörde şirketler ve kamu kurumlarında verilerin depolanması için, internet üzerinden üçüncü şahıslara hizmet veren veri merkezleri günümüzde yaygın olarak kullanılmaktadır. Bu çalışmanın ana amacı, Türkiye’de kamu kurumlarının veri merkezlerinin ortak bir yapı içinde toplanması süreci öncesinde; dünya genelinde ve ülkemizde veri merkezlerinin genel durumu hakkında betimsel bir inceleme yapılması ve son durumun değerlendirilmesidir. Ülkemizde e-devlet uygulamalarının tek bir portal üzerinden sunumu 2008 yılında başlamış; e-Devlet Kapısı’nda yaşanan birlikte çalışabilirlik sıkıntısının çözüme kavuşturulması, kamu kurumlarının ayrı ayrı veri merkezlerinden hizmet sunumunun maliyetinin yüksek olması ve siber güvenlik gereksinimi gibi nedenlerle ortak veri merkezi oluşturulması gündeme gelmiştir.

Abstract
The fundamental feature of the information society is that the knowledge is produced by information technologies. However; storing and preserving this digital data in order to be used when needed may be more difficult and troublesome than its production process. In the first period of computer industry, private data centers with limited capacity, which was only sufficient for the works of each company using large computer rooms consisting of large dimension hardware, were established. Data centers providing service for third persons through the internet is widely used today by the companies and public institutions with the aim of storing data. Main purpose of this study is to make a descriptive analysis about the general situation of the data centers both in Turkey and in the World before the process of the data centers of the public institutions in Turkey’s gathering under a common structure and to make an evaluation of the latest situation. Starting the service of e-government applications via a single portal began in 2008. Constitution of integrated data centers has become a current issue due to the reasons of solving the problem of multi-tasking in e-government portal, the high cost of service from separate data centers of public institutions and the need for cyber security.
