Abstract

Struggle with social problems often exceeds the capacity of a single institution or sector. Therefore, different social policy actors from different sectors have to work in cooperation with other actors in developing formal and informal relations. Collaboration networks emerged as a third way between the welfare state and the transfer of these services to non-state actors. Networks represent both a form of organization that replaces classical organizations and a new aproach that replaces hierarchical management. The effectiveness and success of welfare services has become directly related to the structure of social policy networks. However, these networks have been ignored in studies conducted so far and have not been adequately studied. In this study, the structure of networks which emerged as a new approach in the presentation of social policies is examined theoretically and it is aimed to pave the way for future studies
