Abstract

Abstract Turkey started accession negotiations with the European Union in 2005. With the start of negotiations, the Turkey Progress Reports of the European Union has become more important. This study looks at the elements of “social inclusion", which is the subtitle of "Social Policy and Employment" of the 19th chapter of the Progress Reports 2006-2018. Accordingly, progress reports assess developments on issues such as hunger, poverty and income inequality in Turkey. It also includes developments in disadvantaged groups that may be affected by social exclusion, such as children, disabilities, gypsies. There is still a need for an integrated and comprehensive policy framework, despite the positive developments on "social inclusion" in Turkey. This study examines the post-2006 transformation of Turkey in terms of social inclusion, which seeks to adapt its own legislation to European Union acquis, and makes some suggestions.
