Abstract

Justinian I, one of the most marked emperors of Rome, came to earth as a child of a farmer family of Illyria origin in Tauresium in Macedonia in 483 AD. The reign of Justinian I (AD 527-565), which was accepted by some researchers as the last Roman emperor, is the brightest period of the East Roman empire. Starting from Constantinople, devastated during the Nika Revolt that broke out in 532 AD, Justinian gradually began the reconstruction activities throughout the entire Roman geography. Procopius who is contemporary authors of the period, express reconstruction activities of the emperor. Procopius states that the city gives a rich appearance to the city of Helenepolis in Bithynia by building a pavilion for a great aqueduct, a bath, a bridge over the Dracon River near the city, churches, lecture halls and lodgings for members of the magistrate. Again, the ancient sources say that Justinian restored the Antonin’s Baths which is ruined because of the earthquake in Nikomedia (=Izmit), and built a bridge over the Sangarius (= Sakarya) river, in Pythia Thermae (= Yalova) the public baths, aqueducts and the Archangel Church. Besides building new buildings in Emperor Bithynia, he has also restored many old buildings.
