Abstract

Local authorities are the public institutions responsible for providing public services in the local context. Since the services offered are of a first-rate interest to the public, certain qualifications need to be based on efficiency and effectiveness. Due to this requirement, local authorities have to be successful in the service delivery phase. The way to achieve this is through the employment of qualified personnel who are specialized in their field and trained in this area in local authority units. The main aim of this study is to touch on the problematic employment of qualified personnel in local authorities and to make proposals within the scope of what should be done in this area. The final outcome expected from the study is to analyze the extent to which local authorities can provide solutions to the problem of qualified staff and the training institutions that make up the staff resources and the norm staffing practice.
