Abstract

The concept of bureaucracy emerged in France in the 18th century on the basis of historical development and It was used to emphasize the increasing sovereignty of civil servants at that time. Max Weber made his first scientific studies at the holistic and systematic level on the concept of bureaucracy. Indeed, according to Weber, bureaucracy is inevitably a mandatory system of organizations in modern societies and organizations. With the development of the modern state, the public bureaucracy has become an important state mechanism and scientifically the bureaucracy has increased in importance. The most important developments or aspects affecting the concept of bureaucracy are the concepts of modernism and postmodernism. Indeed, these concepts, which embrace two different approaches and periods, show different characteristics from political, economic, philosophical, sociological and cultural fields. The main purpose of this study is to analyze the postmodern reflections in public administration through the new public management in the transition from bureaucracy to post-bureaucracy in the context of the change in the concept of bureaucracy during the periods of modernism and postmodernism.
