Abstract

In the Ottoman Empire, transportation by sea was provided by ships with a certain freight payment. These freight payments which are called navl, navl-ı sefine or navl-ı sefâîn varied according to the type of goods carried and the distance to be transported. There are no separate title for freight in the Ottoman Customary Law or Sharia Law System. In this context, to identify whether a specific tariff of freight payments was available, how this payments was determine and problems in transportation or freight payments, is the basis of study. It will be discussed separately grain transport, troops transport and ammunition trasnport in maritime transport which took place in the Black Sea coast in XVII-XVIII centuries. It will be try to assess that chartering of ship for transport, transportation procedures and problems in freight payments, the source of the freight payments and the manner of payment.
