Abstract

TFSC, announced in February 1975 in the northern part of the island following the Cyprus Peace Operation in 1974, was an important decision taken by the Turkish Cypriot Administration. In addition to the Greeks, the United States and Britain also criticized this decision. In his statements, Denktaş tried to reduce the reactions to the Turkish Cypriot’s decision by saying that this step did not intend to establish an independent state. Later, in order to find a solution to the Cyprus problem, the peace negotiations between communities in Vienna began with the UN initiative, but no results were obtained. Another important development aiming to find a working solution on the island was the Denktaş-Makarios summit in 1977. The two leaders agreed on Four Guidelines which showed that both sides accepted a federative management model in Cyprus. Inter-communal talks, which resumed after this meeting, were interrupted by the death of Makarios in August 1977. In May 1979 the Denktaş-Kyprianou summit was held with the initiatives of the UN and the 10-point agreement was reached at this meeting. Following this agreement, the peace negotiations resumed. However, after the failure of inter-communal negotiations in bringing a solution to the problem, the TFSC declared the establishment of the TRNC on 15 November 1983.
