AN ANALYSIS ON THE ORDINANCE OF THE PUBLIC SCHOOL-ROOM AND LECTURES THAT CONSTITUTE THE FUNDAMENTAL CONCEPT OF NATIONAL INSTITUTES

Abstract

Revolutions, carried out in the first years of the Republic as political, social, cultural and economical, aimed to reach the level of contemporary civilizations of the newly established Turkish Republic. Lots of researches were carried out regarding the letter reform and the national institutions which were opened after 1928. Some of these researches were related to the public schoolroom although, there was no research on its own about the public schoolroom. Within the scope of this study, the ordinance of the public schoolroom, executed by the ministry of education, are examined. This ordinance was published at the Maarif Vekaleti Mecmuası in 1927. This ordinance contained the public schoolroom’s purpose of establishment, organizational structure, period of study, buildings, pattern of education and lessons, exams, income and expense, lectures and publications. Between 1927-28, 3,304 public schoolrooms were opened and 64,302 people received certificates from these classes. It is understood that the public schoolrooms opened in this period, constituted the subordinate structure of the national institutions opened after 1928. In this context, the similarities and differences between the ordinance examined and the ordinance of the national institutions were stated at the end of the study.
