Abstract

Governance is a theory of public administration that began to take effect in the discipline of public administration after the 1990s. It is a new reflection of new public administration based on neo-liberalism, which was effective in the 1980s. The concept of governance has an important place in democratization based on postmodern and critically public administration in the 1980s and especially after 1990s for the solution of public administration problems brought about by the classical public administration features such as centrality inherited from the Ottoman Empire to republic in the historical period in Turkey and the tradition of bureaucratic administration. In this study, it is suggested that the ombudsman is a governance practice by establishing a relationship between the concept of governance and the Turkish Public Auditing Institution (Ombudsman). From this perspective democratization reforms in public administration reached the summit with the establishment of an ombudsman which followed a stable line in Turkey in 2003.
