Data of the study is obtained by official records of General Directorate of Security and Turkey Grand National Assembly. General Directorate of Security which is established in 1845 as one of the modernization indicators of the state, has been under the negative influence of factors such as lack of support for budgetary and logistic aspects, improper personnel management policy and lack of education although it has been responsible for enforcement of many laws and codes in the 1970s, These increasingly unresolved issues also paved the way for the military coup of September 12, 1980 to be successful.},author={Seda ÖZ YILDIZ},year={2017},journal={The Journal of Academic Social Science}}
