Abstract

Flood and high-water are natural disasters which have the upmost effect on psychical infrastructure, human safety and socio-economic activities despite being low-frequency. These disasters have a complex structure since they can be effective both directly and indirectly on the region where they take place. According to the inventory on flood and high-water in Muş province (1963-2015) it can be observed that the effects of flood and high-water in this city are not restricted with the loss of life and property. Mass movements, interruption of transportation (damages or flood on roads, collapse of bridges), interruption of education activities can be exemplified for other effects of flood and high-water in the city. In this study, it was aimed to determine high-water and flood susceptibility areas in Muş city. For this purpose slope, aspect, elevation, normalized difference vegetation index (NDVI) and soil layers were used. Slope, aspect and elevation layers were produced from Digital Elevation Model (DEM) derived from digital topographic maps. The NDVI was formed from satellite images covering the study area; the soil layer was formed from provincial land property data. In the Geographic Information Systems (GIS) environment, the layers were
